Personnel training for marine activity in the Arctic development
The paper considers issues related to personnel employment providing marine activity in the Arctic. Priorities of state policy have been pointed out, the role of maritime activities in the strategy of the Arctic zone of the Russian Federation has been defined. Some problems of marine specialists training have been grounded. Perspectives of maritime education development have been shown. Some measures of improving the system of maritime education have been proposed.

Experience and modern trends of maritime education management
The paper contains retrospective analysis of Russian and foreign experience of maritime education management. The necessity to use the potential of Russian maritime education has been determined. Some new approach to maritime education in Russia as a way to strengthen marine power of the state has been proposed.

Social and economic development of Arctic coast
The paper examines the development of the Arctic coast in the spatial organization of the maritime economy. The analysis of maritime strategy in the Arctic regional direction of the national marine policy has been carried out, the necessity of the comprehensive approach to planning prospects of socio-economic development of the Arctic coast in the unity of the marine and continental components of the maritime economy has been substantiated.

Reality and prospects of development of communication of the Northern Sea Route
The analysis of existing priorities in the development of the Arctic natural resources – hydrocarbons and marine bioresources – has been carried out. The problems and prospects of organizing logistics and transport corridors for trade by goods produced in the North and in the central regions of Russia have been considered; some issues of control over the marine area in the Arctic have been reviewed.

Economic assessment of current trends of Russian maritime activities in the field of shipbuilding
The paper analyzes the current trends in the development of the domestic shipbuilding industry in terms of the geopolitical and economic instability and anti-Russian and retaliatory sanctions. The possibilities of Russia for import substitution in the military industrial complex have been evaluated. A review of domestic and foreign experience of shipbuilding development in the economic crisis in Europe and the Asia-Pacific region from the standpoint of using this experience in modern Russia has been presented.
